Inspector General

Richard P. Henry began his role as the Inspector General for Education on March 4, 2020, after being jointly appointed by the Governor, Attorney General, and State Treasurer and confirmed by the Maryland Senate. As Maryland’s first Inspector General for Education, Mr. Henry oversees a statewide team of investigators, auditors, and support staff to provide independent oversight and promote excellence, integrity, and accountability within educational programs, operations, and management of state-sponsored funds.
Before becoming the Inspector General, he was the executive director of the Office of Compliance and Monitoring at the Maryland State Department of Education (MSDE). He also held leadership roles at the U.S. Marshals Service (USMS) for the District of Maryland and at USMS Headquarters in Arlington, Virginia. Throughout his federal career, he has earned several awards, including the Bronze Star for Bravery, the U.S. Attorney’s Office – Pete Twardowicz Award for Investigative Excellence, and the Organized Crime Drug Enforcement Task Force (OCDETF) – Director’s Award for Investigative Excellence.
Mr. Henry grew up in Baltimore City and attended Johns Hopkins University, earning both his undergraduate and graduate degrees. He is married and has four grown children.
