Inspector General
Richard P. Henry began his tenure as the Inspector General for Education on March 4, 2020, after being jointly appointed by the Governor, Attorney General, and State Treasurer and confirmed by the Maryland Senate. As Maryland’s first Inspector General for Education, Mr. Henry leads a statewide workforce of investigators, auditors, and support staff to provide independent oversight and promote excellence, integrity, and accountability within educational programs, operations, and management of State sponsored funds.
Prior to becoming the Inspector General, he served as the executive director of the Office of Compliance and Monitoring at the Maryland State Department of Education (MSDE). He previously served in leadership roles at the U.S. Marshals Service (USMS) for the District of Maryland and at USMS Headquarters in Arlington, Virginia. Over the course of his federal career, he has received several awards, including the Bronze Star for Bravery, the U.S. Attorney’s Office – Pete Twardowicz Award for Investigative Excellence, and the Organized Crime Drug Enforcement Task Force (OCDETF) – Director’s Award for Investigative Excellence.
Mr. Henry grew up in Baltimore City and attended the Johns Hopkins University earning his undergraduate and graduate degrees. Mr. Henry is married and has four grown children.
